Troy Cullen is a seasoned fintech executive with over 30 years of leadership experience in the Electronic Funds Transfer (EFT) industry. Throughout his career, he has built and led high-performing teams, driven transformational change, and delivered consistent growth in highly competitive markets.

Most recently, Troy served at Fiserv, where he led the marketing, relationship management, and ATM product management teams within the company’s $2 billion Card Services division. In this role, he was a catalyst for innovation—championing new revenue opportunities and spearheading market expansion initiatives.

Prior to Fiserv, Troy spent eight years as Executive Vice President and President of Elan Financial Services, a division of U.S. Bancorp and the third-largest EFT provider in the U.S. Under his leadership, Elan achieved industry-leading customer retention by fostering a customer-centric culture. He also prioritized employee development and cross-functional collaboration, resulting in the highest employee engagement and managerial effectiveness scores across U.S. Bancorp’s 55,000-person workforce.

Earlier in his career, Troy held senior leadership roles across sales and relationship management functions, consistently driving superior results in the EFT space. He also served on the Board of Directors of the Electronic Funds Transfer Association (EFTA), contributing to strategic initiatives shaping the industry’s future.

Troy earned his MBA from Duke University’s Fuqua School of Business, where he was recognized as a Fuqua Fellowship Award recipient. He holds a Bachelor’s degree in Finance from the University of Massachusetts, graduating cum laude with multiple academic honors.
